PPE Meeting Rescheduled to 12/16/2019

Rimrock Properties LLC has requested a change to their proposed rezoning request for the Primrose Peaks Estates. Leah Brock, Planner II, at Yavapai County Development Services has sent out information and has requested that the Rimrock Properties LLC Owner’s Agent, Larry Cepek, provide an additional mailing and a meeting for public participation on the change.  He has done so.
This meeting has been rescheduled by Rimrock Properties LLC’s agent to 6 PM on December 16 in the Beaver Creek School multipurpose room (cafetorium). The purpose is to get comments and concerns limited to the entrance location change from Bice Road to the extension of Brocket Ranch Road. The meeting will be limited to one hour, and comments limited to the proposed entrance location change.
Written comment forms for all attending will be provided.  In addition, comments may be made via email or by phoning Mr Cepek as indicated in his letter.

Here is further information provided by Development Services:
This revised site plan consists of:
1. Deleting the Bice Road entrance.
2. Adding the general location of the  Brocket Ranch Road extension onto the vicinity map, as well its location at the south center of this property.
3. Changing the west end of project roads, as well as relocating three 6 unit buildings.
4. We will now have the right to easements to hook up to Arizona Water Company. The water system information on the plan is changed to reflect that.
The applicant has provided the following comments:
“Our traffic engineer is working on a revised TIA.  He believes there will be little change.  The intersection of Brocket Ranch Road and Beaver Creek road will need to upgraded to reflect the TIA, as well as Yavapai County Public Works design requirements. 
 
The owners of the property upon which the Brocket Ranch Road extension will be located want to dedicate the right of way to the county. This will require locating the actual ROW to best match the existing terrain.  To match the existing terrain will require both engineering design and boundary surveying.  This work is unlikely to be completed before any rezoning is approved.  Therefore, a stipulation may be needed.”

Primrose Peaks Estates Entrance Change
Dear Neighbors:
The entrance to the project has been changed from Bice Road to Brocket Ranch Road. Therefore we request you evaluate the new change and notify me of any concerns you may have regarding this change.
 
As stated in our original letter to you, there is a shortage of affordable workforce housing in the Verde Valley. Rimrock Partners, LLC of the Village of Oak Creek is proposing a project located north of Beaver Creek Road and Brocket Ranch Road Intersection to address that shortage. Main access to the property will be off of Brocket Ranch Road extended northward. The proposed project will provide, on approximately half of the 46.72 acres of undeveloped land, affordable workforce and retirement rental housing. The northerly portion of the site along I-17 will remain open space, with development on the southerly portion of the site. It is proposed over time to build 64 studio units, 64 one bedroom units, 102 two bedroom townhouses, and 72 three bedroom townhomes, for a total of 302 housing units, The project will require county re-zoning to a Planned Area Development.
Amenities will include fenced raised gardens, covered open shelters with picnic tables, fenced small swimming pool, multi-purpose building and playgrounds. A perimeter walking trail is part of the plans. Over half of the property will be open space. Wastewater will be treated to Class A effluent, and disposed of on-site using shallow subsurface drip lines to irrigate landscaping. Arizona Water Company will supply drinking water.
To rebut a false rumor, the project will NOT be government housing for the homeless. The project will provide affordable rented homes for persons such as teachers, government workers, construction workers, clerical workers, and health care professionals, as well as, retired persons.

Primrose Peaks PAD Change Request 11/22/2019

Leah Brock, the Planner for Yavapai County Development Services  who is our contact for the Primrose Peaks PAD zoning request, has written us that the developers, Rimrock Partners, LLC,  have submitted an updated Site Plan to reflect using a Brocket Ranch Road extension as the main entrance, rather than the original entrance plan extending off of Bice Road.  PAD stands for “Planned Area Development” and refers to the plans submitted by a developer when asking for a zoning change from the County. Here is a link to the revised PAD.  You can see the change clearly by looking at the small inset map in the upper left-hand corner of the diagram. This is the letter sent to residents within 1000 feet asking for Citizen Participation comments.

November News 11/21/2019

Dear Neighbors
The Calendar Crew hopes that everyone has enjoyed receiving 2+ inches of rain in about 40 hours. Quite unusual for this time of year and much needed. Thank you to Yavapai County Area Roads for arranging and delivering sand and bags to our two pick up locations so promptly which helped residents who had to prepare for any water runoff onto their properties.  Looks like more rain today but clearing for Friday afternoon and the weekend.
This afternoon is the annual meeting for Friends of Beaver Creek Library. If you have suggestions or just want to come say thank you to those who work so hard on your behalf, please come to the Beaver Creek School Board Room. Also, this evening is another fine opportunity to visit merchants on Beaver Creek Rd for the Third Thursday Merchant Walk. On Friday afternoon there is a fundraiser Afternoon Tea held for the projects of the Beaver Creek Preservation & Historical Society at the former home of Verna Shafer. Verna is the “godmother” of Sycamore Park and many other quality of life improvements for our community. Please help out by purchasing a ticket even if you can’t come to see her beautiful home.
Also upcoming is Toddler Story Time, Smart Devices Help and a Free Yoga class. All the details are below. This weekend the National Park Service continues its celebration of Native American Heritage at Montezuma Castle and Tuzigoot.
The tremendously good news from Yavapai Apache Transit is that their Beaver Creek and Verde Lakes service routes will formally open for our business on December 9. The shuttle bus driver will have schedules which are being printed at this time. Our three Yavapai Apache Transit heroes and their intern are in the photo. This project began with a gleam and a wish from their hearts six years ago. Most of us will never know the hard work and effort from them that has achieved this benefit for so many!!!!
On another note, Rimrock LLC, has submitted a change to their proposed rezoning for the Rimrock Peaks Estate. The significant change is putting the entrance opposite Brockett Ranch Rd and omitting the entrance at Bice Rd. BCCA is sponsoring the public participation (for the change only) on Monday, December 9, at 6 PM in the BC Adult Center. More information will follow in a Beaver Creek Bulletin.

Thursday, 11/21-Friends of Beaver Creek Library’s Annual Meeting is today at 4:30 PM in the BC School Board Room. We’re always looking for new members and board members willing to spend some of their time supporting our local public library. (See flyer below)

Good Things in Beaver Creek 11/5/2019

Extra POBs (pats on back) for the BC School Girls’ Volleyball Team who won the Verde Valley Region and second in state for small schools!  Wooohooo!!!  This is one of the good things happening at Beaver Creek School.
On another note it’s time to start getting ready for Christmas distributions.  Christmas Assistance Request forms are available in the front office of the school. Christmas Assistance is only available for students through the 8th grade.  High School students are not included.  These forms need to be returned NO later than November 14. ( Assistance Request Forms will not be accepted after the deadline date of November 14. Forms are handled on a first come first served basis at the front office.)
On Friday, author Julie Uli will give a special reading of her new book during the afternoon for a story time.  Saturday brings us the fine pancake breakfast which is a fundraiser that helps keep the Adult Center open and an all-day fundraiser at Montezuma Chapel which displays many items and much food for sale.  Proceeds will be used for chapel repairs.  Free food is available early Saturday morning at Beaver Creek School and free yoga is offered in the afternoon at Montezuma Well.  Saturday through Monday, Native American artists are visiting Montezuma Castle and Tuzigoot to show their work.
Monday is a fee free day at all National Parks in observance of Veterans Day.  On the following Saturday, ASU geologist Steve Semken will narrate the hike to the Montezuma Well Overlook.
